Renamed Post, Paces promises!

THESE ARE SIMPLE QUESTIONS THE INCUMBENTS AND BOARD FAILED TO RESPOND TO, WHY?

  • Where the $500,000 came from for the remodel and how much the bill went up for it
  • Ask them why they hide the financial expenditures from Exposed
  • Ask them how much money they wasted in interest over 12 years
  • Ask them how much they spent in legal fees over 12 years
  • Ask them why the wife of a board member as access to sensitive documents
  • Ask the board why a non-board members has the ability to know what is going in in Ex sessions

  • Ask the board why they like to fight at board meeting with one man
  • Ask the board why Green and Co. hid Josh’s criminal record from the voting public
  • Ask why the office is not answering our question over where the money is being spent
  • Ask the board why they kept Peterson after she was found to be helping Green
  • Ask the board why they fear Mr. Pace
  • Ask the board why the Rec Centers are closed after raising the fees again
  • Ask the board why they let Pizzi lord over Cory, the office staff, and the park n rec
  • Ask the board why they conduct business behind the scenes with recorders
  • Ask the board why aren’t the audits (all) for both the PFA and WHMD online
  • Ask the board why is the board hostel toward Mr. Pace (we know)
  • Ask the board if they spent legal fees in the 3 court cases for the flyers
  • Ask the board why they kept Lisa Peterson after it was proven they tried to defraud the US Bankruptcy Court
  • Ask the board why was certain employees were kept even after it was proven Mr. Pace never touched them as claimed by Janice Pizzi in a board meeting
  • Why is it our lawyers keep telling us how to act during a meeting and yet the board is still taking pot shots at residents
  • Ask them why Janice Pizzi is speaking for the entire board all the time on Next Door
  • Ask the board to see the expenditures for the remodel they never released
  • Ask them for all the plans, drawing, information on the park n rec east remodel where Jina St James got in Mr. Paces face after requesting them
  • Ask them why the hold meetings at 10:30 in the morning Still not convinced SHE is scared, they enlisted the services of the one old man is true to run in the election, as claimed on next door Janice Pizzi is so afraid of losing control she is calling everyone liars, nothing is her fault, it is everyone else’s, she did it to go along, everyone else is to blame not her. See the pattern, even after court records prove she is a liar she says “you read it wrong” LOLOLOLOLOLOLOL! Simple matter, she has been here for 15 years and look at how fubared this place is internally that we have bought and sold elections, we have had influence peddling millionaires influencing our elections. Zero transparency for expenditures and operations that mimic the most secret governmental agencies. See exposed knows a thing or two because we know where the records are. We don’t need to waste 50,000 on a mouth piece they need to run interference, well interfere all you want Danny you are what I said you are. They need you to save their seats and print that newsletter being a weasel is a job some are good at.

  • Ask the bought and sold board why they oppose removing law breakers, liars, and in experienced employees, and getting rid if nepotism? They are too much of a ….. to do it.
  • Being a trained by our finest she lives in a world all her own and now 100 others see it and what do you know it is not Mr. Pace this time. She is sinking her own ship all by her conceded self.
  • My bad you can’t cause the incumbents and board passed a resolution that says you and everyone else cannot ask the staff any question as passed in 2016 by the board that you put in power better luck next time

 

  • Release of financial records online for anyone who asks
  • Release of Daniel Cole, Janice Pizzi, Lisa Peterson to name a few
  • Hiring of friendly staff and well experienced “consultants” and employees
  • New open door policy for both rec centers during business hours
  • Changing of the guard
  • Removal of the Green era hold overs
  • Forensic audit
  • Auditing of all illegal payments for the past 10 years (prosecuting offenders)
  • Redoing the Rec Center “Agreement” and making it more community friendly
  • Fire the DEO and pay the county to do our elections
  • Later on in the immediate future
  • Pay for use Park n Rec Centers (they cause the debt to be so high not us)
  • Refund or use the UNRESTRICTED CASH to pay down the debt or refund it
  • Hire an outside investigator and prosecute those who broke the law while working for us
  • Fire the lawyers and get new ones who understand a “code of ethics”
  • Hire a staff engineer and cut the cost by 60% (saving money)
  • Find out where all the monies have been going for the last 10 years ratepayers have been shelling out to Woodmen Hills.
  • Open the board meetings and remove restrictions on audio and video placement, and have the staff at the table not hiding in the corner.
  • Only have lawyers present if needed not for every meetingAsk them why they oppose being transparent and open with the community they hide things from.

Last but not least, hold a debate and let’s see for once who the better candidate is because their actions are speaking louder than they are and I can’t wait to hear why they stopped CORA and totally fibbed about the Park n Rec Agreement.

Why it is the board is not answering questions on Next Door?

  • The board are nothing more than spendaholics masquerading as people, in other words phony’s.
  • A pretty flyer bought by developers isn’t who they are as proven they refuse to speak and have gone underground, why?
  • If they say “NO” then ask them why they are opposed to it.
  • Can’t let it all out of the bag but you get the picture, all these ideas are ideas Janice Pizzi opposed and so did other backed candidates.

    A lot of bickering for such easy issues. Janice tell us how Woodmen Hills amassed over twelve million dollars if title 32 allows only money for operational expenses and debt pay down to be collected?
    If at the end of each subsequent year the expenditures showed a surplus explain why the budgets were not reduced to reflect this overage year by year?
    A conflict of interest is by definition an inappropriate relationship by party to use it for a benefit mostly monetary. Janice had knowledge that Mr. Green had investments in Woodmen Hills this brings me to a tiny question for Janice verified Mr. Green was one of the original developers who had a financial interest in this community. She also admitted to having a relationship of sharing information and knowledge is that an admission of influencing a public official by definition

    Hi economic realities if Green as shown in a newsletter still intertwined for business matters I do not see where he ever filed a conflict notice. The 2016 newsletter references Green not personally named, it does infer a connection via business dealings. Since Green is of record as recorded under numerous businesses he as president for or owner needed to post it. It makes sense that residents should know any extent he stood to benefit financially. Whereas his companies are shown in numerous transactions as recorded on file with El Paso County my feeling is the boards of past and present were helping Green conceal the extent how much those companies stood to benefit. I suspect Janice wasn’t just a sounding board for Green.

    The amazing of excess revenue began with Filings 1-10. Property Owners were led to believe that they were paying for the West Clubhouse $900,000.00. This language was embedded into their Declarations and Covenants. It was a Promissory Note with a repayment schedule of 14 years. Payments were referred from 1997 to 2003. Under they payment schedule, payments of $33,000.00 were to be made semi-annually for 14 years. The interest paid over the 14 years was $1.8 million.

    However, the promissory note was wrapped into a bond for the East Recreation Center ($2.5 million) in 2003. Questions people should be asking:
    1 – When the $900,000.00 was paid, did the district pay Mr. Green $900,000.00 plus 8% interest from 1997 – 2003? Or did Mr. Green receive the $1.8 million?
    2 – At the time, the Recreation Center Fee was $35.00. With the addition of Filing 11 (2007) with over 800 homes, and Metropolitan Club in 2009, why didn’t the fees , based upon shear volume, decrease?
    3 – What services and/or expansion took place to warrant imposition of an increased fee?
    4 – Are line item expenditures realistic, or is the District increasing budgetary expenditure to meet the increased revenue stream?
    5 – Are Recreation Fees compulsory? If so, under what language in what documents does it require payment? Remember, the fees if $35.00 were originally assessed to pay off the $900,000.00 indebtedness. Once it was retired, why did the district continue to collect the fees?
    6 – Title 32 grants the District the authority to assess fees for services and actual operating expenditures. What if you do not utilize a service?
    7 – Why is Woodmen Hills the “ONLY” Metropolitan District with Recreation that makes membership compulsory?
    8 – Why does Woodmen Hills have a “FEE” structure? Because that way it doesn’t have to have a Vote of the People to increase fees, it can do so with Board Members.

      This is part of the cover up we uncovered in our research. See the 4 million left out of the kindness of one developer was suppose to be utilized for paying down fees pursuant to the service plan amendment in 1997 as approved by the BOCC, but they deferred the payments and then rolled it into the park n rec bond for 2.8 (2003) million thus ever indenturing in perpetuity all residents but they messed up as the original filing showed once the 900,000.00 was paid off the residents subject to the terms were released and no one ever told filings 1-10
      See Woodmen Hills as mentioned in the rate study show that due to the actions of the previous boards who signed the bonds they knew the debt was so large it became what is know as “intergenerational” debt to be passed on to our children and grandchildren. In essence if Woodmen Hills had not lied in the early days saying the money was not “restricted” or collateralized the debt would have been almost wiped out but the water leases and such via the PFA were owned and they want their money back. See the conflict was deep and WHMD for 6 years kept it a secret until a board member during one his final meetings let the cat out of the bag. He was so pissed we got him to unwittingly open is mouth and spill the beans. This lead to a slew of filed discovered and uncovered at the El Paso County recorders office.
      In essence they brought back a person whose companies had a stake in WHMD and then by contract made him a consultant and 6.4 million of the payback of debt that was not posted as it should have posted on the ledger of payments on the bonds listings was withheld intentionally. See If anyone who had a copy of the original COP they know it was for water stuff and the entities who benefited from it were paid back. Those people were also the people who helped with the elections. Don’t take our word for it as was posted in a newsletter as stated the distinction was made for all to read “no one” in their “personal” capacity benefited. Well we said that all along it was by and though companies and such as the payments were vetted though the PFA then to various banking intuitions intentionally as they are not subject to CORA.
      We know this; the lie was getting a whole slew of puppets to provide deflection and deception for the years to make sure those who needed to collect collected.
      It was fun watching it all go down right in front of everyone’s face.
      We call them elected officials I call them ……. and that’s the bottom line cause I said so!

    Payments were “Deferred” from 1997 – 2003. As such, the District was “AMASSING” funds that could have been used to pay down debt via accelerating the repayments. Where did these funds go and what were they used for?

      Hi Econ, if your math is correct then it was our ratepayers fees that put the 4 million in the bank and then it was our ratepayers fees that amassed the 12.2 million currently sitting in the bank.
      Question sir is it the practice of Special Districts to find ways to spend up to Budget levels then approve a budget?
      Better question is, if Woodmen Hills was collecting as proven with the audits an estimated 500,000 over budget what it the procedure to fix the over charging?
      Under title 32 is there a remedy for rebating the money back or forcing the district to refund or pay down the debt?
      Just wondering if you in your experience ever witnessed such a “secretritive” operation such as this board?
      We know that Woodmen Hills is a “paying” agent for the bonds and COP’s as shown in the bonds. We also know that payments are still funneling into the PFA and there is a “loan” as posted in the 2017 PFA tax return for over 8,000,000.00 up from the original number of 6.1 million. The return lacks a “schedule L” as do many of the most recent returns but it is required but we can not find it.
      Also it should be noted that Lisa Peterson and Gene Cozzilino were put on the board with no record of “action” by the WHMD board as we have all the minutes for 2015 forward. They took action and never recorded it legally.
      Is this a crime, if not it should as no one was able to apply for the open seats.

    Incumbents out fresh faces in. No more family favors. I for one will not be voting for any incumbents this go round. A lot of us are tired of one person speaking for the board all the time. Stop with the negative flyers already if I see one more I vote for this guy. Residents are not children who need 5 people to tell us how it will be this board is working against us not for us.
